There are several reasons for Europe’s recovering self-confidence. ForvdS小梦文库

years European economies had been lagging dismally behind America (to sayvdS小梦文库

nothing of Asia), but in 2006 the large continental economies had one of theirvdS小梦文库

best years for a decade, briefly outstripping America in terms of growth. SincevdS小梦文库

politics often reacts to economic change with a lag, 2006’s improvement invdS小梦文库

economic growth will have its impact in 2007, though the recovery may be ebbingvdS小梦文库

by then.vdS小梦文库

The coming year also marks a particular point in a political cycle sovdS小梦文库

regular that it almost seems to amount to a natural law. Every four or fivevdS小梦文库

years, European countries take a large stride towards further integration byvdS小梦文库

signing a new treaty: the Maastricht treaty in 1992, the Treaty of Amsterdam invdS小梦文库

1997, the Treaty of Nice in 2001. And in 2005 they were supposed to ratify avdS小梦文库

rhythm was rudely shattered by French and Dutch voters. But the politicalvdS小梦文库

impetus to sign something every four or five years has only been interrupted,vdS小梦文库

In 2007 the European Union marks the 50th anniversary of another treaty—thevdS小梦文库

Treaty of Rome, its founding charter. Government leaders have already agreed tovdS小梦文库

celebrate it ceremoniously, restating their commitment to “ever closer union”vdS小梦文库

and the basic ideals of European unity. By itself, and in normal circumstances,vdS小梦文库

the EU’s 50th-birthday greeting to itself would be fairly meaningless, a routinevdS小梦文库

expression of European good fellowship. But it does not take a Machiavelli tovdS小梦文库

spot that once governments have signed the declaration (and it seems unlikelyvdS小梦文库

anyone would be so uncollegiate as to veto it) they will already be halfwayvdS小梦文库

towards committing themselves to a new treaty. All that will be necessary willvdS小梦文库

be to incorporate the 50th-anniversary declaration into a new treaty containingvdS小梦文库

a number of institutional and other reforms extracted from the failed attempt atvdS小梦文库

constitution-building and—hey presto—a new quasi-constitution will be ready.vdS小梦文库

According to the German government—which holds the EU’s agenda-settingvdS小梦文库

presidency during the first half of 2007—there will be a new draft of avdS小梦文库

slimmed-down constitution ready by the middle of the year, perhaps to put tovdS小梦文库

voters, perhaps not. There would then be a couple of years in which it will bevdS小梦文库

discussed, approved by parliaments and, perhaps, put to voters if that is deemedvdS小梦文库

unavoidable. Then, according to bureaucratic planners in Brussels and Berlin,vdS小梦文库

blithely ignoring the possibility of public rejection, the whole thing will bevdS小梦文库

signed, sealed and a new constitution delivered in 2009-10. Europe will bevdS小梦文库

nicely back on schedule. Its four-to-five-year cycle of integration will havevdS小梦文库

missed only one beat.vdS小梦文库

The resurrection of the European constitution will be made more likely invdS小梦文库

2007 because of what is happening in national capitals. The European Union isvdS小梦文库

not really an autonomous organisation. If it functions, it is because thevdS小梦文库

leaders of the big continental countries want it to, reckoning that an activevdS小梦文库

European policy will help them get done what they want to do in their ownvdS小梦文库

That did not happen in 2005-06. Defensive, cynical and self-destructive,vdS小梦文库

the leaders of the three largest euro-zone countries—France, Italy andvdS小梦文库

pursue any sort of European policy and the EU, as a result, barely functioned.vdS小梦文库

But by the middle of 2007 all three will have gone, and this fact alone willvdS小梦文库

The upshot is that the politics of the three large continental countries,vdS小梦文库

bureaucratic momentum and the economics of recovery will all be aligned to givevdS小梦文库

certainly not want to go with the flow, beginning yet another chapter in thevdS小梦文库

It would be foolish to assume they will accept it after 2007 just as a result ofvdS小梦文库

with sleep disorders, they caution that these newly reported cases should promptvdS小梦文库

a closer look at its possible side effects.vdS小梦文库

Zolpidem, sold under the brand names Ambien, Stilnoct and Stilnox, isvdS小梦文库

widely prescribed to treat insomnia and other disorders such as sleep apnea.vdS小梦文库

Various forms of the drug, made by French pharmaceutical giant Sanofi-Aventis,vdS小梦文库

were prescribed 674,500 times in 2005 in the UK.vdS小梦文库

A newly published report from Australia’s Federal Health DepartmentvdS小梦文库

describes 104 cases of hallucinations and 62 cases of amnesia experienced byvdS小梦文库

when she was discovered in front of an open refrigerator while asleep that thevdS小梦文库

problem was resolved,” according to the report.vdS小梦文库

The UK’s Medicines and Healthcare products Regulatory Agency, meanwhile,vdS小梦文库

has recorded 68 cases of adverse reactions to zolpidem from 2001 to 2005.vdS小梦文库

The newly reported cases in the UK and Australia add to a growing list ofvdS小梦文库

bizarre sleepwalking episodes linked to the drug in other countries, includingvdS小梦文库

reports of people sleep-driving while on the medication. In one case, avdS小梦文库

transatlantic flight had to be diverted after a passenger caused havoc aftervdS小梦文库

taking zolpidem.vdS小梦文库

Hypnotic effectsvdS小梦文库

There is no biological pathway that has been proven to connect zolpidemvdS小梦文库

with these behaviours. The drug is a benzodiazepine-like hypnotic that promotesvdS小梦文库

deep sleep by interacting with brain receptors for a chemical calledvdS小梦文库

gamma-aminobutyric acid. While parts of the brain become less active during deepvdS小梦文库

sleep, the body can still move, making sleepwalking a possibility.vdS小梦文库

The product information for prescribers advises that psychiatric adversevdS小梦文库

effects, including hallucinations, sleepwalking and nightmares, are more likelyvdS小梦文库

in the elderly, and treatment should be stopped if they occur.vdS小梦文库

Patient advocacy groups say they would like government health agencies andvdS小梦文库

drug companies to take a closer look at the possible risks associated with sleepvdS小梦文库

medicines. They stress that strange sleepwalking and sleep-driving behavioursvdS小梦文库

can have risky consequences.vdS小梦文库

“When people do something in which they’re not in full control it’s alwaysvdS小梦文库

a danger,” says Vera Sharav of the New York-based Alliance for Human ResearchvdS小梦文库
